He was born in Hico, Texas on May 6, 1891. He graduated from West Point with a commission as a Second Lieutenant in 1913. He served with infantry units in the United States and the Philippines. In 1916, he learned to fly at San Diego, California and during
World War I was Commanding Officer of the Air Service Flying School at Waco, Texas. Then, he was an instructor at Texas A&M College and at the Command and General Staff School at Fort Leavenworth, Kansas. He was a graduate of the Army War College and the Navy
War College. In 1939, he became Chief of Staff, General Headquarters Air Force at Langley Field. In January 1941, he was assigned to the Office of the Chief of Air Corps and later became the Chief of Staff of the Air Forces Combat Command. In March 1942 he
was on an overseas assignment, returning in October 1942. He became the liaison officer for the War Department in the headquarters of Admiral Ernest J. King, Commander in Chief of the United States Fleet. His awards included the Victory Medal, Punitive Expedition
Medal of 1917 and the La Estrella de Abdon Calderon Medal of Ecuador. He died at the age of 51 years in the Station Hospital at Fort Jay, Governors Island in New York on Wednesday, March 23, 1943.
